Secure building access and personnel are knowable in advance.聽EOCs, on the other hand, are not designed for 聽hyper-specific operational scenarios, but for adaptability and flexibility. They must accommodate a wide range of emergency personnel鈥攕uch as law enforcement, 聽government officials, logistics and finance teams鈥攚ho may not typically work in tandem.
