The story of Todd Road Jail in Ventura, California is tragically common. Their population of people in custody needed better and more holistic care for medical and behavioral health needs. To address this need, our integrated design team began with long-term strategic planning. The first step was a needs assessment analysis for their medical and behavioral health population in 2007, followed in 2011 by a feasibility study to evaluate program issues and program and population needs in the coming years.

In 2013, the County of Ventura Planning Department approved the proposed expansion, providing the County with the resources to provide evidence-based programming and cognitive behavioral therapy to the medical and behavioral health population.

º£½ÇÉçÇø, partnered with a program manager, developed prescriptive design criteria documents and oversaw implementation of a new 62,000 SF, 64-bed building specifically designed to serve and treat the medical and behavioral health inmate population. The new facility consists of three distinct functional elements: houses, programming, and clinical spaces.​
